An individual named Troy Bluml, who is 51 years old and is from Carroll, Iowa, has been charged with two charges of homicide by motor vehicle and one count of serious injury by motor vehicle, according to the Iowa State Patrol. These allegations are a result of a collision that occurred on April 14, 2025, which led to the deaths of two individuals.

According to the state patrol, a collision involving two vehicles occurred at approximately 10:40 p.m. at the intersection of 220th Street and Hawthorne Avenue, which is located in a rural region to the southwest of Carroll.

The authorities claim that a tractor driven by Bluml was travelling east on 220th Street when it failed to stop at the stop sign at the intersection. This information is contained in court documents. A Hyundai Santa Fe was travelling in the opposite direction, northbound, on Hawthorne Drive at the same time. Immediately following the incident, the tractor reportedly fled the scene of the accident. The tractor had previously collided with the driver’s side of the SUV.

Both the driver of the SUV, Elvin Murillo Castro, who was 17 years old, and a passenger, Pedro Castro Murillo, who was 55 years old, unfortunately passed away at the scene of the accident. There was another passenger in the SUV, Carlos Murillo Castro, who was 24 years old. He was transported to a hospital in Des Moines to receive treatment for his critical injuries.

In the morning of April 15, the day following the collision, Bluml was discovered at his residence in Carroll and put into arrest. It was at that time that he was charged with fleeing the scene of a collision that resulted in death.

As a result of the police conducting additional investigations into the collision, Bluml was charged with homicide by motor vehicle. On Wednesday, June 11, he presented himself to the Carroll County Jail in order to be arrested on several charges related to those allegations.
