Boston Police Arrest 13 in Major Human Trafficking Bust Near Mass. and Cass

Boston, MA — Thirteen people were taken into custody Monday in a coordinated human trafficking operation targeting the notorious Mass. and Cass area, a neighborhood long plagued by overlapping crises of homelessness, addiction, and mental illness.

Coordinated Law Enforcement Action

According to a Boston police news release, the sweep focused on criminal activity around Newmarket Square, just blocks from the intersection of Massachusetts Avenue and Melnea Cass Boulevard. The effort was a joint initiative involving the Massachusetts State Police Special Services Section High-Risk Victims Unit and the FBI Child Exploitation and Human Trafficking Task Force.

Authorities said the goals went beyond arrests, aiming to disrupt victim recruitment, reduce sexual exploitation, curb property crime, and address blight-related issues.

“This coordinated effort supports the Boston Police Department’s mission to reduce fear, enhance public safety, and improve the quality of life for residents,” the department stated.

Neighborhood Frustration Boils Over

For years, South End residents have raised alarms about deteriorating conditions in the area, pointing to discarded needles, mounting trash, and human waste scattered across streets.

Their concerns prompted Boston City Councilor Ed Flynn to introduce a resolution declaring the Mass. and Cass zone a public health, safety, and humanitarian crisis.

“Any reasonable person who visits the area will agree the city’s plan has failed,” Flynn said during a recent council meeting. “What has taken place there over a decade is completely unacceptable — open air drug market, public drug use, human trafficking, acts of serious violence, and public defecation.”

Arrest Details and Charges

Nine of those arrested face charges of paying for sex and were released on personal recognizance. They include:

  • Eliphete Pierre, 33, of Brockton
  • Nathan McGuire, 48, of Boston
  • Donell P. Bernard, 38, of Brockton
  • Stephen C. Leong, 40, of Marshfield
  • Jamal Pryor, 49, of Boston
  • Rey F. Becceril, 47, of Brockton
  • Christifier C. Littlewood, 43, of Winchendon
  • Cristian Brito-Delahera, 26, of Melrose
  • Obdulio Perez Ixcot, 44, of Everett

McGuire was also arrested on an outstanding warrant for motor vehicle violations.

Other arrests included:

  • Adam C. Evans, 46, of Brockton — possession of a Class B substance.
  • Gedenilson C. Ribeiro, 40, of Everett — paying for sex and resisting arrest.
  • Ralph Milord, 30, of Stoughton — outstanding default warrants for multiple offenses, including assault and battery with a dangerous weapon.

City’s Broader Struggle with Mass. and Cass

The Mass. and Cass intersection has become synonymous with Boston’s urban crisis, drawing attention from both local leaders and national observers. The area remains a focal point in debates over how to address the intertwined issues of substance abuse, housing insecurity, and crime.

City officials have tried a range of strategies — from police sweeps to social services outreach — but residents and advocates say the problems persist. Flynn’s resolution, now in the hands of the Committee on Public Health, Homelessness, and Recovery, could lead to stronger emergency measures.
