by Huntsville, Alabama — A major drug trafficking network in North Alabama has been dismantled, leading to the arrest of nearly two dozen individuals and the seizure of close to $5 million in assets. The bust marks the first major operation under the Billy Clardy III Act, a law honoring a fallen Huntsville Police Department STAC agent killed in 2019 during a drug investigation.
According to WAAY-TV, the multi-agency effort was led by the North Alabama Drug Task Force, which includes the Huntsville Police Department, Madison County Sheriff’s Office, and the Alabama Law Enforcement Agency.
Months of Investigation Lead to Major Breakthrough
Authorities began investigating Reginald Eugene Scott’s alleged drug organization in November 2023. Lt. Joe Kennington said the group operated primarily in North Huntsville and was a significant source of illegal narcotics in the area.
In March 2024, investigators were granted an interceptive communication order — a wiretap — for the first time under the new Billy Clardy III Act. This surveillance effort provided critical evidence, resulting in 23 indictments.
“This law is not just about enforcement,” Lt. Kennington said. “It’s about honoring the mission Billy Clardy gave his life for — protecting our neighborhoods, restoring hope to broken homes, and standing between our communities and those poisoning them with narcotics.”
Massive Seizure of Drugs, Cash, and Weapons
The operation netted a substantial haul of drugs, cash, and stolen firearms, including:
- 24 pounds of cocaine
- 278 pounds of marijuana
- 220 grams of fentanyl
- Over $220,000 in drug proceeds
- Stolen weapons linked to the organization
Officials estimate the total value of seized assets at nearly $5 million.
Attorney General Steve Marshall said the bust is proof the new law is working. “This county is safer, more secure, and better off because of the dedication of everyone involved,” he said.

Those charged range from high-level traffickers to alleged distributors and conspirators. Key figures include:
- Reginald Eugene Scott, 46, Huntsville — Trafficking cocaine and marijuana
- Fabian Darrell Scott, 48, Huntsville — Trafficking cocaine
- Devin Emmett Farrell, 37, Texas — Trafficking cocaine and marijuana
- Kevin Andre Glenn, 48, Birmingham — Trafficking cocaine and marijuana
- Charnessa Lavern Campbell, 47, Birmingham — Trafficking cocaine and marijuana
- Bryan Saldana, 27, California — Trafficking marijuana
- Femark Dewayne Robinson, 53, Birmingham — Trafficking cocaine, fentanyl, opiates, and MDMA
- Demetrius Laron King Jr., 22, Huntsville — Conspiracy to commit a controlled substance crime with intent to distribute
Additional defendants face charges including possession with intent to distribute, conspiracy, and attempting to flee law enforcement.

One suspect, Tammy Lynn Stump (alias Tammy Salandy), 53, of Huntsville, currently has an active warrant for conspiracy to distribute a controlled substance.
Law Enforcement Sends a Clear Message
Madison County Sheriff Kevin Turner emphasized that this operation is far from the last.
“I guarantee you the investigators are already working on the next drug trafficking organization,” Turner said. “If you sell dope in Madison County or Huntsville, we’re coming after you.”
The suspects’ arraignment hearings will be scheduled in the coming weeks.
