Miami, FL – A disturbing incident in Miami has led to the arrest of a New York couple accused of smoking marijuana inside a parked car with a 2-year-old child in the backseat. Phillip Fraisar, 36, and Kasey Renee Buckmann, 27, were taken into custody on Sunday, August 31, on charges related to child abuse and drug possession.
The incident raises serious child safety concerns as authorities found the couple engaged in “hot-boxing” — the act of smoking marijuana in a confined space filled with smoke — with Fraisar’s toddler present.
Details of the Arrest and Charges
According to court records and reports by Local 10 News, the couple was discovered around 9:20 p.m. by a passerby who noticed them smoking marijuana and consuming tequila inside a parked car near the Clevelander Hotel in Miami. Fraisar’s 2-year-old toddler was in the backseat during this time.
When authorities arrived, Fraisar had stepped out of the vehicle, but Buckmann and the child remained inside the smoke-filled car. The Miami Police Department described the scene as typical “hot-boxing,” where the marijuana smoke completely filled the vehicle.
Upon Fraisar’s return, law enforcement officials found a pistol in the glove box and a “large clear bag of marijuana” hidden under the driver’s seat.
- Phillip Fraisar faces one count of child abuse and one count of felon in possession of a firearm; he was previously convicted of criminal possession of a weapon in 2015 in New York.
- Kasey Renee Buckmann is charged with one count of child abuse and possession of marijuana.
Legal Proceedings and Current Status
Both Fraisar and Buckmann were arrested outside the hotel and have since been released on bond. Fraisar was held on a $1,000 bond. Their arraignments are scheduled for Tuesday, September 30, at 9 a.m.
As of now, the Miami Police Department has not provided further comments on the case.
