by NEW YORK, N.Y. — New York City is taking action to improve pedestrian and cyclist safety by imposing new speed limits for electric bikes and scooters. Starting October 24, e-bikes and e-scooters will be restricted to a maximum speed of 15 mph in designated bike lanes, city officials announced.
Mayor Emphasizes Safety Across All Streets
Mayor Eric Adams highlighted that the legislation is aimed at protecting everyone on the streets—pedestrians, drivers, and cyclists alike—while promoting alternative transportation options across all five boroughs.
“As more New Yorkers turn to electric bicycles and scooters to get around our city, New Yorkers have asked us to establish clear and consistent rules to address this issue and protect everyone. Starting October 24, whether you are riding, walking, or driving, we know that everyone will be safe and protected on our streets,” Adams said.
The mayor also noted that the city takes pride in the expanded network of bike lanes connecting all five boroughs, which encourages the use of sustainable transportation while maintaining safety.
DOT Commissioner Highlights Global Best Practices
Ydanis Rodriguez, Commissioner of the New York City Department of Transportation (DOT), stated that authorities have studied best practices worldwide to develop the new rules.
“We are using all the tools and studying best practices from around the world to ensure that all New Yorkers travel at a safe speed on our streets,” Rodriguez said.

The legislation applies specifically to e-bikes and e-scooters in bike lanes, where speeding has increasingly posed a risk to pedestrians.
