PALATKA, FLORIDA – A 37-year-old mother is facing serious charges after leaving her teenage son and seven dogs in vile and neglectful conditions while she vacationed in Las Vegas for two weeks, according to the Putnam County Sheriff’s Office.
Jessica Copeland was arrested Tuesday morning shortly after she returned to her Palatka residence and found deputies and animal control removing the dogs from the home.
Her son, who remains unnamed, told deputies that his mother had been gone since July 21, leaving him and the animals in a home that had been in filthy condition “for years.”
Initial Call Leads to Welfare Check, But No Arrest
Authorities were first alerted on Monday, August 5, when an out-of-state family member called to request a welfare check at Copeland’s home in Palatka. Deputies arrived and were met by an adult who claimed he was cleaning the home before Copeland’s return.
A teenager later came outside and insisted everything was fine, prompting deputies to leave the scene.
However, later that same day, another concerned family member reached out with video evidence allegedly showing emaciated dogs inside the home. This prompted the sheriff’s office to return for a second investigation—this time, with the agriculture detective in tow.
Deputies Find Disturbing Scene Inside the Home
Upon re-entering the home with the teenager’s permission, law enforcement discovered appalling conditions:
- Animal feces layered throughout the home
- Garbage and debris in every room
- Multiple dogs without food or water
- Insects floating in water bowls, rendering them undrinkable
“Two dogs were locked in a bedroom covered in about 4 inches of feces with no food or water. A third dog, severely emaciated, was trapped in a cage. Four more dogs were roaming the living room in equally unsanitary conditions,” the agency reported.
The teen informed officers that “different people would stop by occasionally” to bring him food, but he had otherwise been left alone since Copeland left for Las Vegas.
Teen Claims Conditions Have Been “Like This for Years”
According to Fox News, The teenager further claimed that the filthy condition of the home was nothing new, and that Copeland had refused to clean for years.
Putnam County Sheriff H.D. DeLoach issued a strong statement condemning Copeland’s actions, calling the situation “both heartbreaking and infuriating.”
“A mother made the conscious choice to abandon her own child in a filth-ridden home, surrounded by the stench of animal feces and the suffering of neglected animals, while she indulged on a two-week birthday trip to Las Vegas,” said DeLoach. “This wasn’t neglect. This was deliberate cruelty.”

Copeland Arrested Without Incident
Copeland returned to the residence on Tuesday morning, just as deputies were assisting animal control in removing the dogs. According to bodycam footage, she showed no resistance and calmly accepted her arrest.
She was charged with:
- 1 count of child neglect
- 3 counts of felony animal neglect
- 4 counts of misdemeanor animal neglect
- Bond set at $36,000
“She is now on an extended vacation at the Putnam County Jail,” the sheriff’s office said in a statement.
Dogs Removed, Awaiting Adoption
The seven dogs were voluntarily surrendered to the county. They are currently being rehabilitated and will be available for adoption once cleared by veterinarians.
