Vendors and Volunteers Ready for Fourth Fest in Downtown Indianapolis

People who were walking by the Veterans Memorial Plaza in Indianapolis on Thursday were able to observe some of the preparations that were being made for the major event that was scheduled to take place on Friday. However, the organizers stated that the true transformation had not yet taken place.
